The PETRONAS Health, Safety & Environment (HSE) Policy
The PETRONAS Health, Safety & Environment (HSE) Policy sets out our commitment in upholding the safety of people, assets and the environment. Applicable wherever we operate, the PETRONAS HSE Policy ensures every person at our vicinity does the right thing, every time.
The HSE Mandatory Control Framework and relevant control mechanisms as per our technical standards and Zero Tolerance Rules (ZeTo) translate the PETRONAS HSE Policy into action. Timely due-diligence and risks assessment findings, including intervention plans, are deliberated at the Board Audit Committee for continuous improvements.
Our HSSE Executive Leadership Team (ELT), led by the President and Group Chief Executive Officer, provides leadership and guidance to further strengthen our existing HSSE practices across the PETRONAS Group.
Our HSSE performance is regularly tabled for the PETRONAS ELT and Board’s oversight.
Occupational Safety
Safety is a shared accountability, where we focus to ensure the reliability of our operations and business activities. Alongside robust governance mechanisms, we leverage on the leadership of top management personnel to inculcate stronger HSE discipline and mindset.
We engage closely with our stakeholders such as host governments, staff and contractors on relevant HSE matters.
As a responsible employer and operator, the safety of personnel at our facilities is of utmost importance to us. Our PETRONAS Zero Tolerance Rules, or “ZeTo Rules,” are among the many safe systems of work we have in place. ZeTo Rules prescribe 10 mandatory principles which must be adhered to by everyone including third-party personnel at our facilities.
Process Safety
We deploy internationally-accepted codes and standards on process safety in managing our assets’ design, technical and operational integrity. The application of technologies to review real-time integrity of our assets proactively mitigate risks and incidents. Regular technical reviews and routine inspections further enhance the safety and reliability of our facilities, including management of Safety Critical Elements.
Technical know-how and capacity is fundamental for strong operating discipline. We promote a strong process safety culture, encouraging all personnel, including third-party to uphold optimum asset integrity level by designing it right, operating it right and maintaining it right.
Occupational Health and Wellness
Our occupational health strategy caters for the needs of an evolving energy industry. The focus being to sustain optimal health levels by promoting a lifestyle which prevents work-related diseases.
Our health standards and guidelines stipulated in the PETRONAS MCF and Technical Standards are aligned to industry good practices, and tailored to meet the unique requirements at varying operating locations.
Health Risk Assessments (HRAs) and Fitness to Work (FTW) assessments for example are mandatory for all new as well as existing operations. Timely advisories on public health concerns such as Ebola and haze are made available in a timely manner using a variety of channels. Staff are also provided 24/7 medical assistance, including during business travels.
Our people are empowered to prioritise on health and wellbeing. Committees are set-up across our Businesses and Operating Units, comprising Occupational Health practitioners and staff to develop, implement and oversee the execution of relevant health promotion programmes as well as plans, especially on communicable diseases. Relevant programmes are also held for third-party personnel and local community members.
Emergency Preparedness & Crisis Management
We ensure the availability of adequate resources, including people and skills, to manage incidents, such as fires, hazardous materials, oil spills, natural disasters, pandemics, and security threats while fostering close working relationship with various stakeholders wherever we operate to effectively coordinate emergencies and crisis situations.
Our emergency plans and processes are updated in a timely manner to embed findings from lesson learnt, exercises and drills as well as stakeholder inputs.
Product Stewardship
Product stewardship plays an integral role within our product lifecycle management practices, where products we manufacture and apply at our operational facilities are thoroughly assessed to identify, control as well as communicate relevant risks. Going beyond compliance, PETRONAS closely collaborates with our suppliers and customers to establish traceability of our product supply chain.
PETRONAS ensures that our products comply with international safety regulations by preparing Safety Data Sheets (SDS) and labels according to country specific requirements. The SDS for our manufactured products, translated into relevant languages, are accessible at here.

Regular engagement sessions and awareness programmes are also held for identified stakeholders to communicate updates throughout the extended lifecycle of our products.
